
Key Scheme Features
REC is a voluntary scheme
Each unit of electricity carried in a REC:
- represents all environmental attributes associated with one unit (means one kWh) of electricity generated from local RE sources (solar photovoltaic and wind power systems)
- is either generated by HK Electric or purchased from its customers through the FiT Scheme
- is priced at HK$0.5 effective 1 January 2019 (a premium on top of normal electricity tariff rate)
REC purchaser has the right to claim the environmental benefits associated with the amount of electricity carried in REC
Sold REC cannot be cancelled or refunded. Successful subscribers cannot re-sell or trade REC or grant a third party any form of interest in the REC
Eligibility
All registered customers of HK Electric are eligible to purchase REC.
Small Purchase
REC purchase at 10,000 units or below (minimum purchase quantity at 100 units)
Multiple purchases by an electricity account within a calendar year are allowed, but subject to an overall cap of 10,000 units per account
REC will be allocated on a first-come-first-served basis while REC inventory lasts
The charge of REC purchase will be reflected in electricity bill
Electronic copy of REC will be sent to the purchaser after the bill has been settled
Any pending purchases will be automatically terminated on 31 December of each calendar year
Bulk Purchase
REC will be allocated on a first-come-first-served basis while REC inventory lasts
Minimum purchase for each application at 10,001 units
Multiple purchases by an electricity account within a calendar year are allowed
Application for multi-year subscription (up to 2033) will be accepted
The charge of REC purchase in each calendar year will be reflected in electricity bill based on the allocated REC and the REC price for the calendar year published on HK Electric's website
Electronic copy of REC will be sent to the purchaser after the bill has been settled

The REC Scheme is verified annually by a third-party auditor according to the Assurance Specification (the verification statement for the calendar year 2022 is provided here)
REC Application Progress Tracking
The applicants of REC can check the progress of applications via either the
REC Application Progress Tracking, or HK Electric's
Account-on-Line (AOL) platform after they have separately registered from the AOL service.
Disclosure of REC Information
The general public will be able to review the details of the REC via the
REC Information Enquiry on HK Electric's website for validity checking on any sold REC.
