HK Electric and the State Grid Corporation of China signed a Memorandum of Understanding with the Silk Road International School of Engineering in 2017, to deliver a course on the design and operations of power systems for academics and management staff of power industry in the "Belt and Road" countries. The School is jointly set up by The Hong Kong Polytechnic University and Xi'an Jiaotong University.

Launched in 2018, the "Advanced Professional Development Programme in Power and Energy" marked the first collaborative project co-run by the engineering industry and the tertiary education sector. The programme last for 3 consecutive years, covering "Key Technologies of Global Energy Interconnection", "Distribution System for Metropolitan Cities", "High-Quality, Sustainable", and "Resilient Power Grid for Green and Smart Living". HK Electric responsible for the topics on power distribution systems. Participants attended a series of professional workshops, field studies and technical discussions to appreciate the Ultra-high Voltage Transmission Network and its Interconnection, Sophisticated Distribution Systems for Skyscrapers in Metropolitan Cities. They also touched on the topics on Energy Interconnection and Smart and Resilient Distribution Network for Metropolitan Cities.

In view of the COVID-19 pandemic, the 2020 series were run online via web-based talks and interactive webinars. In the past 3 years, more than 200 participants including senior executives, government officials and professionals coming from 29 countries or regions joined the Programme.
