Renewable Energy Certificates


Through purchasing Renewable Energy Certificates (REC), customers may support the development of renewable energy (RE) in Hong Kong and may make use of REC to achieve their RE/environmental targets. REC will be available for purchase from 1 January 2019.

Key Scheme Features

  • REC is a voluntary scheme
  • ​REC is purchased in blocks of 100 units of electricity
  • Each unit of electricity carried in a REC:
    • represents all environmental attributes associated with one unit (equivalent to one kWh) of electricity generated from local RE sources (solar photovoltaic and wind power systems)
    • ​is either generated by HK Electric or purchased from its customers through the FiT Scheme
    • ​is priced at HK$0.5 effective from 1 January 2019 (a premium on top of normal electricity tariff rate)
  • REC purchaser has the right to claim the environmental benefits associated with the amount of electricity carried in REC
  • Sold REC cannot be cancelled or refunded. Successful subscribers cannot re-sell or trade REC or grant a third party any form of interest in the REC

Eligibility

All registered customers of HK Electric are eligible to purchase REC.


Small Purchase

  • REC purchase at 5,000 units or below
  • Multiple purchases by an electricity account within a calendar year are allowed, but subject to an overall cap of 5,000 units per account
  • REC will be allocated on a first-come-first-served basis while REC inventory lasts
  • The charge of REC purchase will be reflected in electricity bill
  • Electronic copy of REC will be sent to the purchaser after the bill has been settled
  • Any pending purchases will be automatically terminated on 31 December of each calendar year

Bulk Purchase

  • Minimum purchase for each application at 5,100 units
  • REC for year 2019 is open for application until 31 December 2019 while REC inventory lasts
  • Multiple purchases by an electricity account within a calendar year are allowed
  • While REC inventory lasts, REC will be allocated among bulk purchasers in full or on a pro rata basis should the total purchase quantity from applications received exceeds the available REC inventory
  • Applicants should confirm to proceed with or withdraw from the application based on the above pro rata REC allocation 
  • The charge of REC purchase will be reflected in electricity bill  
  • ​​Electronic copy of REC will be sent to the purchaser after the bill has been settled. It is expected that the REC will be sent by the end of February of the following year

REC Assurance Specification

  • ​The quality and integrity of REC are detailed in the REC Assurance ​Specif​ication​​
  • The REC issue mechanism will be verified annually by a third-party auditor according to the Assurance Specification

​​REC Application Progress Tracking​

The applicants of REC can check the progress of applications via either the REC Application Progress Tracking, or HK Electric's Account-on-Line (AOL) platform after they have separately registered from the AOL service.​​​​

Disclosure of REC Information

​The general public will be able to review the details of the REC via the REC Information Enquiry on HK Electric's website for validity checking on any sold REC.​
